If the reference is made to a place the English connective can be that or where. In Spanish not only a place but also a time can be referred to with the connective donde (where). This relative adverb is to be distinguished from the interrogative pronoun (dónde) which has an accent.

The village where the accident occurred.
The places where always accents occur.
The town where he comes from.
